Measures of Hebei Province for the Administration of Government Affairs Data Sharing and Application shall be implemented from January 1, 2023

Promote the standardization of government data sharing application

Recently, Hebei issued the Administrative Measures for the Sharing and Application of Government Affairs Data in Hebei Province (hereinafter referred to as the Administrative Measures) in the form of a provincial government order to promote the safe and orderly sharing of government affairs data, push forward the efficient application of government affairs data, and improve the modernization level of the government governance system and governance capacity. The Administrative Measures shall come into force as of January 1, 2023.

The Administrative Measures specify that the provincial government affairs service management organization is the competent department for provincial government affairs data sharing, responsible for planning, promoting, guiding, coordinating, standardizing and supervising the provincial government affairs data sharing and application. The provincial administrative department in charge of standardization, and the provincial administrative department in charge of government data sharing and other relevant departments, strengthened the overall construction and management of the government data standard system in order to promote the standardization and normalization of government data sharing applications.

In the directory management, the Administrative Measures put forward that government affairs data should be subject to unified directory management. The government affairs data directory shall specify the basic information such as data content, provider, sharing attribute, update frequency, security level and scope of use. The government affairs data directory shall be updated dynamically. If the directory changes due to the adjustment of laws and regulations or the change of duties, the government affairs department shall complete the update within ten working days from the date of change and submit it to the competent government affairs data sharing department at the same level for review. If the update period needs to be extended for special reasons, it can be extended for ten working days with the consent of the competent government affairs data sharing department at the same level.

As for sharing applications, government data can be divided into unconditional sharing, conditional sharing and non-sharing according to sharing attributes. The competent department of government data sharing shall organize the government departments in their own administrative regions to collect the unconditional and conditional government data of their own departments into the provincial integrated government big data system for sharing and use by the government departments in accordance with the principle of attribution. The government data demand department shall use the shared data obtained in strict accordance with the application scenario, and shall not expand the scope of use, change the purpose of use, or change the mode of use. The government data providing department shall guarantee the authenticity, accuracy, integrity, timeliness and availability of the data provided.

In terms of platform support, the provincial government data sharing competent department plans to build a provincial integrated government big data system as a whole, providing a unified basic support for the provincial government data sharing application. The provincial integrated government big data system includes provincial government big data platform, municipal government big data platform, as well as relevant management mechanisms, standards and specifications, and security assurance systems. The provincial government affairs big data platform is the only platform in Hebei Province to carry out cross-department, cross-level and cross-regional government affairs data sharing applications. It centralizes and stores provincial government affairs data, and provides services such as directory management, classified collection, full collection, supply and demand matchmaking, sharing and exchange, data analysis, objection handling, security management of government affairs data for Hebei province.

As for security assurance, the government departments should implement the security responsibilities of government data collection, collection, sharing, application and other links in accordance with the principle of "The individuals who manages, provides, flows and uses should be responsible", and implement the security responsibilities of government data collection, collection, sharing, application and other links, strengthen the capacity building of monitoring, early warning, control, emergency response and disaster recovery backup according to the requirements of the government data classification and hierarchical protection system, carry out the compliance review and security assessment of government data, and prevent government data leakage and unauthorized access. If the government affairs department entrusts a third party to participate in the construction and maintenance of the government informatization project, which involves the processing of government affairs data, it shall go through strict approval procedures, clarify the work specifications and standards, establish a mechanism for prior review, leaving traces in the event, and tracing back afterwards, and prevent, discover, and handle various data security risks.
